For five years, Anne Zink served as the chief medical officer for the state of Alaska, navigating the complexities of public health during the COVID-19 pandemic. Her tenure highlighted a critical gap: the need for timely, comprehensive data not only for COVID-19 but also for other diseases like influenza and respiratory syncytial virus (RSV). “One thing that continued to just amaze me and frustrate me was the lack of information and data that I had to make decisions,” Zink remarked, now a lecturer and senior fellow at the Yale School of Public Health (YSPH).

In 2024, Zink joined YSPH and embarked on a mission to create a data platform that could have aided her during her time in Alaska. This vision materialized as PopHIVE (Population Health Information and Visualization Exchange), a platform designed to democratize access to near real-time, reliable health data for the public. “I was trying to give my former self the gift of data,” Zink explained, now serving as PopHIVE’s co-director.

A Comprehensive Health Data Platform

PopHIVE aggregates data from various sources, including anonymized hospital records, the Centers for Disease Control and Prevention (CDC), national health surveys, and anonymized search data. By integrating these diverse data streams, PopHIVE offers a holistic view of population health trends, benefiting policymakers, journalists, health care providers, public health experts, and the general public.

“PopHIVE has become an important data resource for a variety of audiences, including state health departments and journalists,” noted Dan Weinberger, professor of epidemiology at YSPH and co-director of PopHIVE. “It has been exciting to bring together different complementary data sources that have not been directly compared before and try to understand where they differ and agree.”

Addressing Fragmented Public Health Data

Historically, public health data has been fragmented, often inaccessible, and outdated, limiting experts’ ability to gain a clear understanding of disease outbreaks. PopHIVE launched last July with dashboards showcasing trends in respiratory illnesses, childhood immunizations, and chronic conditions. Thanks to a $1.2 million grant from the Robert Wood Johnson Foundation, the platform is expanding to include new dashboards on maternal health, injuries and overdoses, and youth wellbeing.

“We’ve always seen this platform as more than infectious diseases,” Zink emphasized. “If you look at, for example, leading causes of death amongst young people, it’s injury and overdose.”

Empowering Public Health Through Collaboration and Accessibility

The grant has also facilitated collaborations with organizations such as the Association of State and Territorial Health Officials (ASTHO). Additional support has come from the Common Health Coalition, Kaiser Permanente, the de Beaumont Foundation, and other philanthropic sources, ensuring PopHIVE remains free and accessible to all users.

Through these partnerships, PopHIVE has become instrumental in tracking local outbreaks and gaining insights into illnesses like RSV. Last October, the Los Angeles Times utilized PopHIVE data to report an increase in emergency room visits for infants due to RSV, with data sourced from Epic Cosmos, representing patient records from numerous hospitals and clinics.

Implications and Future Directions

PopHIVE’s ability to provide information on health issues across time, populations, and geographies allows users to observe patterns and compare trends. When data from multiple sources align, it builds confidence; when discrepancies arise, it prompts critical inquiries into methodologies. This dynamic approach not only enhances understanding but also inspires further research and policy development.

As PopHIVE continues to evolve, its impact on public health policy and practice is likely to grow. By providing stakeholders with the tools needed to make informed decisions, the platform represents a significant step forward in the democratization of health data. The ongoing expansion and refinement of PopHIVE’s capabilities will undoubtedly play a crucial role in shaping the future of public health.
