With the recent approval of the Beveridge North West Precinct Structure Plan (PSP), the Victorian government has set the stage for a transformative urban development 40 kilometers north of Melbourne. This ambitious project will introduce 15,000 new homes, eight schools, and four town centers, significantly expanding the Mitchell Shire’s capacity and infrastructure.

The announcement comes as the region braces for substantial population growth. Currently home to approximately 49,000 residents, Mitchell Shire is projected to see its population swell to over 170,000 by 2041, driven largely by developments like Beveridge North West. This growth aligns with broader state strategies to accommodate Victoria’s rising housing demand.

Details of the Beveridge North West Development

The Beveridge North West PSP outlines a comprehensive plan for the area, envisioning a vibrant community with diverse amenities. The development will be executed in stages, beginning with the construction of 2,400 homes over 140 hectares. Subsequent phases will proceed following the completion of key infrastructure, such as the Camerons Lane interchange.

Once fully realized, Beveridge North West will host approximately 47,000 residents, positioning it among Australia’s largest suburbs. For context, Point Cook, Victoria, currently holds the title of the largest suburb with over 66,000 residents. In comparison, Port Macquarie ranks tenth with just over 47,000 people.

“This new suburb will be home to around 47,000 Victorians – because we’ve unlocked the land for thousands of new homes as well as schools, parks, and community hubs,” said Sonya Kilkenny, Minister for Planning.

Infrastructure and Community Planning

To support this burgeoning population, the plan includes multiple community hubs featuring neighborhood shopping centers, community facilities, and a network of cycling and pedestrian pathways. Over 320 hectares will be dedicated to waterways, landscaping, and drainage, ensuring sustainable development practices are upheld.

Additionally, a new quarry will be established to supply essential building materials, facilitating the construction of homes and infrastructure. This aspect of the plan underscores the project’s commitment to self-sufficiency and local resource utilization.

Statewide Housing Strategy

The Beveridge North West PSP is a critical component of Victoria’s broader 10-year greenfields strategy, which aims to deliver 180,000 new homes across the state. This framework involves reviewing and approving 27 PSPs, with the government collaborating with councils and industry stakeholders to overcome barriers to land development.

In June 2025, the Victorian government approved the Shepparton South East PSP, potentially adding 2,900 new homes for over 7,000 residents.

Such initiatives reflect a proactive approach to urban planning, addressing both current housing shortages and future demands. By unlocking land and streamlining development processes, the Victorian government seeks to ensure sustainable growth and improved living standards for its residents.
