This comes in the wake of the United States presenting Kyiv with a contentious peace plan that aligns with several key Russian demands. Speaking from the street outside his office—a venue reserved for significant addresses—Zelenskyy emphasized the precarious balance Ukraine must maintain between preserving its freedom and retaining the support of its crucial ally, the United States.

“Now is one of the most difficult moments of our history. Now, the pressure on Ukraine is one of the heaviest. Now, Ukraine can face a very difficult choice—either losing dignity or risk losing a major partner,” Zelenskyy declared. He further vowed, “I will fight 24/7 to ensure that at least two points in the plan are not overlooked—the dignity and freedom of Ukrainians.”

U.S. Peace Plan and Its Implications

The peace proposal presented by Washington consists of 28 points, calling for Ukraine to cede territory, limit its military capabilities, and abandon its aspirations to join NATO. According to sources familiar with the matter, the U.S. has given Ukraine a week to accept this framework, threatening to cut off intelligence sharing and weapons supplies if Kyiv does not comply. The White House has yet to comment on these developments.

A U.S. military delegation recently met with Zelenskyy in Kyiv, describing the meeting as successful and emphasizing an “aggressive timeline” for finalizing the agreement. Zelenskyy also engaged in discussions with leaders from Britain, Germany, France, and U.S. Vice-President JD Vance, underscoring the international dimension of the negotiations.

International Reactions and Concerns

While Zelenskyy has been careful not to outright reject the U.S. plan, he acknowledged the efforts of the United States and President Donald Trump in seeking to end the conflict. EU foreign policy chief Kaja Kallas stated, “We all want this war to end, but how it ends matters. Russia has no legal right whatsoever to any concessions from the country it invaded.”

U.S. officials have defended their plan, claiming it was developed in consultation with Rustem Umerov, a close ally of Zelenskyy. However, Umerov has denied agreeing to any terms, stating his role was purely technical.

The plan reviewed by Reuters would require Ukraine to withdraw from territories in eastern provinces claimed by Russia, while Russia would relinquish smaller areas it controls elsewhere. Ukraine would be barred from joining NATO, and its military forces capped at 600,000 troops. Sanctions against Russia would be lifted gradually, and Moscow would be invited back into the G8.

“Ukraine will receive robust security guarantees,” the plan states, though details remain vague.

President Trump, who has accepted some of Russia’s justifications for its 2022 invasion, recently canceled a proposed summit with Putin and imposed sanctions on Russian oil companies, signaling a complex geopolitical landscape.
